Org. Setting and Reporting

The Principal Coordination Officer leads, supervises and carries out the design, development and implementation of the Situational Awareness workstream of the Digital Transformation Strategy. The incumbent reports to the Director for Coordination and Shared Services within the Department of Political and Peacebuilding Affairs and Department of Peace Operations Shared Structure.

ODCSS enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.

The Department of Peace Operations (DPO) provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, rule of law, mine action and other relevant issues to other UN political and peacebuilding missions.

Responsibilities

Within delegated authority and under the overall direction and supervision of the Director, the Principal Coordination Officer will be responsible for the following duties:

• Leads, supervise and carry out the design, development and implementation of the Situational Awareness workstream of the Digital Transformation Strategy
• Coordinate the work carried out by the team supporting the workstream and other entities engaged in implementation including DPO, peacekeeping missions and by other agencies and bodies of the United Nations system; provide programmatic/substantive reviews of the drafts prepared by others.
• Ensure that the outputs produced by the Situational Awareness workstream maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
• Ensure that all outputs produced by the team under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Assist the Director for Coordination and Shared Services and the Director of the Digital Transformation Team in preparing the work programme of the Situational Awareness workstream, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the workstream, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruit staff, taking due account of geographical balance.
• Manage, guide, develop and train staff under his/her supervision.

Education

Advanced university degree (Master’s degree or equivalent) in international affairs, public administration or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in political affairs, conflict resolution, coordination, policy and planning, organizational development, humanitarian, programme planning/management, or a related field is required.

Experience in priority-setting, forward planning, strategic analysis, and change management and/or implementation of organizational development initiatives in a large international organization is required.

Excellent analytical, drafting and briefing skills are required.

Experience with situational awareness methodology and practical application in a complex field environment is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of a second UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for a duration of six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
