Position description

Project Overview and Role:

Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analyses of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

In South Africa, Data.FI is supporting the Republic of South Africa National Department of Health (NDoH) to strengthen the national health information system through the implementation of a generic interoperability architecture and interactive analytical platform providing bespoke visual analytics and reports to wide-ranging users at all levels of the South African TB/HIV response. This provides clinicians, program managers, and policy makers with the reliable data needed for continuity of patient care, monitoring and improving the performance of health programs, and for informed policy and resource allocation decisions.

The NDoH Consolidated Health Informatics of South Africa (CHISA) portal accesses and integrates information across disparate health sector information systems with the aim of achieving patient linkage and longitudinal clinical management. Using the consolidated National TB/HIV dataset as the initial point of departure, data from other relevant health information systems is linked and layered to form the most complete picture of patient care while ensuring the widest possible coverage of public health facilities.

Purpose of Position Through the Translating Data for Implementation (Data.FI) award, Palladium is seeking an epidemiologist with strong data analytical and visualization skills to oversee the development of health informatics activities under the guidance of the National Department of Health (NDoH) in South Africa and in collaboration with the USAID South Africa Mission. The successful candidate should have a good understanding of local context both from the perspective of the TB-HIV response and disease burden as well as from the perspective of current in-country epidemiological studies supporting the South African TB-HIV program. The applications will be reviewed on a rolling basis.

The NDoH informatics portal’s analytics and reports aim to address data needs across the TB-HIV cascades for routine reporting, continuous data use and quality improvement, outcomes measurement, and predictive analytics. This position will serve to lead the project’s support to the NDOH and USAID on these activities.

Primary Duties and Responsibilities:

  •  Conduct advanced epidemiological analysis on HIV and TB datasets and assess the effect of disease comorbidity on patient outcomes.
  •  Build out estimates of TB and HIV program outcomes by applying statistical analysis that incorporates tests of significance and estimates of uncertainty such that results can be reviewed against statistical power/certainty.
  •  Work to understand, clarify and document data analysis and reporting needs. Provide guidance and insight on data visualization options. Create dashboards, automated reports, report templates and presentations with data visualization and analysis tools.
  •  Develop and generate high quality information products and infographics to generate meaningful use of data for programmatic decision making. Influence interventions through state-of-the-art analytics using understandable, actionable, data-driven insights that quickly identify key themes from provided data.
  •  Contribute to a data use strategy and implementation plan based on the defined use cases that guide the development of each analysis, . The strategy will be incorporated within the wide-ranging quality improvement (QI) and data use teams already in place throughout the health system.
  •  Aggregate large data sets using analytical tools for analysis. Develop data strategies specifically around data structures, identifying critical information, as well as the tools used to retrieve and analyze the data. Perform research and analysis on large data sets – data exploration, trending, modeling, etc – with strong handover documentation.

Required Qualifications:

  •  Degree in computer science, statistics or management information systems, or any health-related degree. Health informatics experience preferred. A Masters Degree an added advantage.
  •  Advanced data analysis skills and proficiency in at least one or two statistical and GIS packages, such as Stata, SPSS, Epi, QGIS and so on.
  •  At least 5 years of work experience in data analysis, data mining, BI (Tableau, Power BI and other tools) and Analytics development or other related analytical projects.
  •  Demonstrable experience working within the South African public healthcare sector with an in-depth understanding of the South African TB-HIV response and disease burden.
  •  Deep working knowledge of current in-country epidemiological studies supporting the South African TB-HIV program
  •  The successful candidate should have a good understanding of local context both from the perspective of the TB-HIV response and disease burden as well as from the perspective of current in-country epidemiological studies supporting the South African TB-HIV program
  •  Proven recent proficiency in development of data visualizations, dashboards, infographics and packaging of information products.
  •  Experience working with large datasets (on relational as well as non-relational data stores) and excellent understanding of metadata, aggregate and patient level data.
  •  Possess sharp analytical skills and problem-solving abilities especially with data forecasting, cleaning and transformations.
  •  Strong proficiency in query/reporting tools, SQL, Advanced Excel, (or similar visualization tool), R/Python or other statistical tools.
  •  Ability to engage with ICT team and recommend data architecture and engineering structures necessary to support reports and dashboards.
  •  Demonstrated ability to translate technical concepts and language to non-technical audiences.
  •  Demonstrated ability to work effectively as a member of a fast-moving and multicultural team while maintaining a client-centered focus.
  •  Ability to mentor and train through a variety of methods including online, face-to-face, or blended learning opportunities.
  •  Highly self-motivated and able to work independently as well as in team settings.
  •  Detail-oriented and deadline-driven with strong organizational skills.
  •  Excellent verbal and written communication skills.
