Position description

The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (OPS), Mandate Management Department (MM) , Development Division (MM-1), at its headquarters in Luxembourg, a (Senior) Structured Finance/Investment Officer. This is a full time position at grade 5/6.

The term of this contract will be 2 years.

Panel interviews are anticipated for June 2022.

Purpose

The Mandate Management Department ensures that 3rd party funds which are contributed to the EIB via a “mandate” are managed effectively and allocated to projects contributing to the objectives of the donors or “mandators”. The Mandate Development Division is responsible for the origination and structuring of mandates, as well as an overall oversight of the mandate portfolio managed by the EIB.

You will participate and guide the product development of new and existing mandates in order to align the identification of business needs and opportunities related to EU mandates

Operating Network

As (Senior) Structured Finance/Investment Officer, internally referred to as (Senior) Mandate Officer, you will report to the Head of Division and work in close cooperation with the other members of the division. You will regularly cooperate with other colleagues in the Mandate Management Department and with colleagues in the Departments originating the projects under the mandate and in other Services of the EIB Group working on mandate-related activities. Externally, you will liaise with mandators such as the European Commission and the EU Member States and with other stakeholders such as NPBIs.

Accountabilities

  •  Undertake continuous bottom-up identification of business needs and opportunities that can be addressed through EU mandates.
  •  Negotiate guarantee and other agreements with the European Commission, the EU Member States or other mandators.
  •  Undertake financial and risk analysis and develop deal structures for a new EU mandate.
  •  Represent EIB and help organise promotional events and fundraising for a new EU mandate.
  •  Raise awareness on the business requirements of a new mandate, for example via holding “loan officer work shops”, giving presentations or preparing briefings and other documentation.
  •  Develop the processes and procedures and advice on adjustments to the Bank’s systems to govern the delivery of a new EU mandate.
  •  Contribute to the development of new products for the origination of projects under the EU mandate.
  •  Advise on transversal financial and operational issues on mandates (e.g. business impact, negative interest rate, etc.) and liaise with the relevant Directorates.
  •  Provide coaching and support to less experienced colleagues to increase their knowledge in the field of operational matters regarding mandates and to increase the efficiency and quality of the work carried out by the Unit.
  •  Develop and maintain constructive relationships with internal and external stakeholders.

Qualifications

  •  Master degree in finance, banking, economics, or another relevant subject. Postgraduate studies or professional qualifications or certifications (e.g. CFA) would be an advantage.
  •  At least 5 years of relevant professional experience in the financial sector, preferably in a role of structuring and negotiating transactions in the field of structured finance (e.g. CDO), project finance, high yield or sub-investment grade debt, mezzanine financing, venture debt or venture capital.
  •  Experience in financial analysis, modelling, valuation or credit risk analysis.
  •  Experience in the negotiation of finance or fund contracts.
  •  Advanced skills in the use of MS Excel, including graphical functionalities, and sound usage of MS PowerPoint.
  •  Excellent knowledge of English and a good command of French (*).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
